I created C:\trac per the instructions, then ran trac-admin /trac initenv, gave my project a name and selected defaults. I then ran the test server, it listed the project and worked dandy. Added an entry to Apache, restarted it, went to /trac on my webserver and was met with an empty project list. Sorta stuck now :(
